OAK BROOK, ILLINOIS – Randy Mucha said he is ready to get paychecks that pay him more than nothing.
“Every two weeks I still get my pay stub that says zero,” said the suspended Oak Brook cop Tuesday.
The reason Mucha, a 19-year veteran, gets paychecks worth nothing is because of his recent conduct with the Oak Brook Police Department. He was suspended without pay last August when he was arrested on a misdemeanor charge.
Police Chief Thomas Sheahan wanted to fire Mucha, but a police review board in late April chose instead to suspend the 43-year-old cop for 30 days and let him go back to work.
Mucha said his suspension ended two weeks ago, but he is still waiting for word from the village and Sheahan.

ELGIN, ILLINOIS – An Elgin police officer inadvertently shot another police officer in the leg Thursday when a pit bull charged them as they tried to serve a warrant, police said.
Elgin police Officer Ken Ericson, a 9-year veteran with the Elgin Police Department, was treated at Sherman Hospital in Elgin and released Thursday evening, police said.
No one was home about 11:50 a.m. at an apartment at 1145 Fairwood Drive when a pit bull charged the officers on an outside balcony area, police said. A police officer shot the dog, which died at the scene.
The officers intended to serve a warrant at the address for a person wanted for failure to appear in Kane County Court, police said.
The shooting remains under investigation by the Elgin Police Department.

OAK BROOK, ILLINOIS – Mention the swirl of litigation around the Village of Oak Brook and its Police Department, and before long, people are talking about Randy Mucha.
The 42-year-old veteran cop’s name is on lawsuits filed by citizens and cops, and Mucha even rated a mention in the second sentence of a recent letter to the village by its insurer about potential claims.
Mucha’s history in the village has become so tangled that his recent suspension was a personal victory because it means he can return to work soon. While suspended, Mucha admits he has been at the eye of the storm.
“People have put me there,” Mucha said. “There’s a lot of people who think because Randy’s continually in the news that Randy must have done something. That’s not the case, either. “Randy’s continually in the news because a certain group, a very small group, continues to put Randy in the news.”

KNOXVILLE, TENNESSEE ? The Tennessee Highway Patrol today fired a trooper accused of having oral sex with a Knoxville porn actress during a traffic stop.
The agency plans to seek criminal charges against James Randy Moss, 40, who stopped porn star Barbie Cummings for speeding on May 7 near Lebanon in Middle Tennessee.
“We?ll be aggressively pursuing a charge that he destroyed narcotics,” THP spokesman Mike Browning said. “There could be other charges.”
The THP suspended Moss on May 10 after an internal complaint alerted them to a blog kept by Cummings. He?d been a trooper since 1997.
Cummings, whose real name is Justis Ellen Richert, lives in Knoxville and blogs about her work and personal life. An entry on her blog describes the traffic stop and oral sex with a state trooper.

OAK BROOK, ILLINOIS – Also, suspended Oak Brook police Sgt. Randy Mucha can return to work next week but will not collect back wages, officials said.
The Board of Police and Fire Commissioners ordered Mucha to serve a 30-day unpaid suspension beginning April 27. Mucha has been on leave from the department since June, though the commission ruled to stop his salary in September.
Police Chief Thomas Sheahan on Tuesday said Mucha’s suspension ends Monday but he will probably start back Tuesday.
Mucha must undergo several days of training before he is assigned to regular duties, Sheahan said. Mucha could not be reached for comment.
At a meeting Monday, Commission Chairman John Baar said Mucha will not be paid lost wages because he was found guilty of nine of 15 charges. Sheahan alleged Mucha violated department policies, including insubordination and inappropriate conduct. But the commission found Mucha not guilty of charges that warranted termination.

NASHVILLE, TENNESSEE ? The troubles keep coming for the Tennessee Highway Patrol.
A state trooper accidentally shot one of his fellow troopers in the foot Monday while cleaning his gun at the THP Training Center, authorities said, making for a trifecta of troopers recently suspended and under investigation.
Trooper John Warren was placed on administrative leave pending an investigation by the Department of Safety’s Office of Professional Responsibility, THP spokesman Mike Browning told The Tennessean.
Officials said Warren, a trooper since 1996, shot Trooper Tracy Tyler while cleaning his gun. Tyler was treated at Vanderbilt University Medical Center.
Warren joins the ranks of Trooper Terry Rainey, accused of shooting his mother in the foot during an argument Saturday night in Madison County in West Tennessee, and Trooper James Randy Moss, suspended after Knoxville-based porn actress and blogger Barbie Cummings wrote about giving him oral sex during a traffic stop May 7 near Lebanon in Middle Tennessee.

The Talleys are not the only ones who say they are hounded constantly in the neighborhood near North Main Street. They and others in the Bennett Avenue area spoke to The Pulse in mid-March about police officers who they claim harass residents in the area. One of those officers, Lawrence Goodine, was indicted last week by a Hamilton County grand jury on five counts of official oppression and five counts of theft. The Chattanooga Police Department fired him in April. His attorney, Lee Davis, has said Goodine intends to plead innocent to the charges.

BASTROP COUNTY, TEXAS – Embarrassed by a charge of public corruption, Bastrop County Sheriff Richard Hernandez announced his resignation Tuesday.
Chief Deputy Ronnie Duncan will assume all of the Sheriff’s duties.
Last week, both Hernandez and County Commissioner David Goertz were indicted for public corruption charges for misusing public funds. Hernandez was accused of using inmates to make repairs on his house, while Goertz was accused of forcing inmates to build barbeque grills, which he sold for profit.
It was speculated since the allegations that Hernandez would step down, as his son said he expressed “deep regret” for his actions.
There is no court date set for their trials yet.

ROCKVILLE, INDIANA - A Putnam County Sheriff’s Department employee charged with placing some $45,000 in federal grant money in his personal bank account has been arrested after four days on the run, police said.
George Alexander surrendered Monday night to a police officer at a Rockville campground after he saw the officer there on an unrelated call, state police Detective Sgt. Scott Stockton said.
Authorities had been seeking Alexander since state police went to his Greencastle home Thursday with an arrest warrant charging him with two felony counts of misappropriation of funds.
Alexander was being taken to a hospital for treatment after he complained of feeling ill and was to be held in the Parke County Jail, Stockton said. He told the Rockville officer he had been staying at the campground about 25 miles north of Terre Haute.

MADISON, WISCONSIN - The former Dane County deputy and DeForest village president who was accused of driving drunk and killing a family of three earlier this month has died.
Mark Hamele, 57, was facing a stiff prison sentence in connection with his alleged involvement in a crash near Arlington in early May, WISC-TV reported.
Columbia County Sheriff’s Department Chief Deputy Mike Babcock said that Hamele died as a result of his injuries in the crash.
Police said that Hamele had a blood-alcohol level of 0.288 at the time of the crash, which is more than three and a half times the legal driving limit in Wisconsin.
The Columbia County sheriff said that the incident occurred when Hamele’s pickup truck crossed the centerline and hit an SUV head-on. Karri Maier, and her two children — Samantha and Brian — were killed in the wreck. The driver of the Maier vehicle, Todd Youngs, was hurt, WISC-TV reported.

OAK BROOK, ILLINOIS ? Everything old is new again at one desk in Oak Brook Village Hall this week.
The former acting village manager, Jeff Moline, is now back on the job as the town?s top, but temporary, administrator, following a swirl of votes at a special Village Board meeting Tuesday.
Trustees hired a search firm in March to look for a permanent successor to former village manager Rick Boehm and will get the firm?s list of applicants Tuesday.
Moline said he will not apply for the permanent manager?s job. When new Village President John Craig appointed Patricia Horne, a campaign associate, to be the acting manager, Moline returned to his normal duties as assistant village manager.
Five village trustees filed litigation Monday in DuPage County Circuit Court to block Horne from taking office.

OAK BROOK, ILLINOIS – Oak Brook’s acting Village Manager Pat Horne said last week that one of her greatest concerns were lawsuits against village officials.
Horne had one more suit to worry about Monday — filed against her personally by five village trustees. Trustee Jeff Kennedy said the suit, filed in DuPage Circuit Court, seeks to remove Horne because she was in village offices last week going through files, though her appointment took effect Monday.
“In effect you had an unauthorized civilian person going through files,” Kennedy said. “We felt we had a fiduciary obligation in the best interests of the village to take this action. We didn’t think we had any choice.”
Village President John Craig appointed Horne but, according to Kennedy, should have obtained trustee approval of the appointment.
Horne on Friday acknowledged that her new position would not officially take effect until Monday.

CHICAGO HEIGHTS, ILLINOIS – Chicago Heights has given a $50,000-a-year job to a man once convicted of federal charges when he was a city police officer.
George Sintic, 56, was hired last week as 911 coordinator. Sintic will aid in emergency planning and preparedness at the city’s 911 center in the basement of the police station.
Sintic was convicted of money laundering and drug trafficking in 1992. He was a narcotics detective for the department.
After he was released from prison in 1998, Sintic began volunteering for Bloom Township as juvenile justice coordinator and grant writer. He has worked full time in that position since 2000.
“It was known by the city that I have an interest in emergency planning and preparedness,” Sintic said Friday.
Chicago Heights city attorney Thomas “T.J.” Somer said there was no legal prohibition against hiring the convicted felon, because the 911 job isn’t a sworn position.

OAK BROOK, ILLINOIS - Prosecutors dropped misdemeanor battery charges Monday against an Oak Brook man who collected a $2 million settlement against the village last year in a federal lawsuit alleging harassment.
Casey Gaik, 60, had faced battery and disorderly conduct allegations after he was accused of grabbing village prosecutor Joan Mullins? arm in a March 16, 2005 dispute.
DuPage Associate Judge Cary Pierce set the trial for Monday, but prosecutors told him they instead were dismissing the allegations.
?They never had a case,? Gaik?s attorney Richard D. Russo said. ?If we went to trial, we would have won. If there was physical contact, it was so slight and short. There was never any criminal intent.
?They did the right thing and dismissed it rather than waste the taxpayers? money.?

FAIRBANKS, ALASKA – A 34-year-old Alaska State Trooper has been arrested on charges of sexual assault.
Junior Anthony, a patrol officer in Fairbanks, first joined the Department of Public Safety in August 2004. He is charged with second-degree sexual assault, a Class B felony.
“Our personnel department will have to review the case and determine what to do about his employment status at this point,” said Tim DeSpain, troopers spokesman, when reached at home Sunday evening. “That (process) will start tomorrow. As of today, he’s on leave with pay until they determine after tomorrow what to do.”
DeSpain said troopers received a report Thursday alleging that Anthony sexually assaulted a 16-year-old girl. Anthony was off duty at the time, DeSpain said.
The troopers did not release any more information about the incident. The Alaska Bureau of Investigation, a division within the troopers, conducted the investigation, and arrested Anthony on Saturday at his North Pole home.

OAK BROOK, ILLINOIS - A DuPage County grand jury is investigating an Oak Brook police officer who has been sued repeatedly for allegedly harassing residents — with the village paying one couple $2 million to settle the case, court records show.
The investigation came to light this week when the officer, Randy Mucha, asked a federal judge to put a protective order on a hard drive from his personal computer that was subpoenaed as part of one of the lawsuits against Mucha.
Attorneys for the couple said they couldn’t produce the hard drive. It had already been turned over to the grand jury, which had subpoenaed it. The investigation involves images believed to be on the hard drive, according to a source familiar with the case.

OAK BROOK, ILLINOIS - In an unusual turn of events, Oak Brook Police Chief Thomas Sheahan on Monday got a new contract after the Village Board canceled an 11th-hour meeting to discuss the matter.
Sheahan’s contract was automatically renewed because the board took no action on the day it expired, said Village Atty. Kenneth Kubiesa. “He continues in his position until either side gives a month’s notice it has ended,” he said.
With only three of seven board members showing up, Village Clerk Linda Gonnella adjourned the meeting when the board was unable to form a quorum. Village President Kevin Quinlan and Trustees John Craig, Stelios Aktipis and Kathryn Manofsky were absent. Meeting notices were sent out Friday, Gonnella said.
Board members planned to consider extending Sheahan’s contract eight days to give the new board time to review it, Trustee Robert Sanford said. Three freshman trustees will join a board headed by Craig, who defeated Quinlan in the April 7 election.

CARY, ILLINOIS ? An 18-year-old Cary, Ill., high school student made a big mistake last week.
He did his homework.
As part of his creative writing class, Allen Lee was told to write an essay expressing emotion.
He did just that. And apparently did a heck of a good job. Because the essay raised such emotions in his teacher that she took that matter to school officials who, after some discussion, called in the cops.
And the young author soon found himself under arrest on a charge of disorderly conduct.
Disorderly conduct? For doing his homework?
Cary police officials describe the essay as ?violently disturbing? but say it doesnt target any person or location.
So Lee faces a maximum penalty of 30 days in jail and a $1,500 fine.

CARY, ILLINOIS ? Police Thursday released portions of an essay used to charge a Cary-Grove High School student with disorderly conduct, leaving several experts puzzled at an arrest based on such schoolwork.
Asked to write about whatever he wanted in a creative writing class, would-be Marine and honors student Allen Lee, 18, described a violent dream in which he shot people and then “had sex with the dead bodies.”
But then he immediately dismissed the idea as a mere joke, writing, “not really, but it would be funny if I did.”
A second disorderly count accuses Lee of alarming first-year teacher Nora Capron by writing that “as a teacher, don’t be surprised on [sic] inspiring the first CG shooting,” an apparent reference to Cary-Grove High.
Lee said Thursday he was “completely shocked” to be arrested Tuesday for his essay, especially because written instructions told kids not to “censor” what they wrote.
“In creative writing, you’re told to exaggerate,” said Lee. “It was supposed to be just junk. . . .

OAK BROOK, ILLINOIS - Members of an Oak Brook government watchdog group are enraged that embattled police Sgt. Randy Mucha will be back on the job within a month.
Mucha, a 20-year department veteran whose actions sparked a $2 million lawsuit against the village, could have been dismissed from the department over allegations of misconduct brought against him by police Chief Thomas Sheahan.
Instead, the three-member police and fire board suspended Mucha for 30 days without pay.
Sheahan Friday didn?t return several calls seeking comment.
But Richard Allison, a member of Oak Brook Citizens for Better Government, scoffed at the board?s decision.
?It was a travesty of justice,? Allison said. ?How that man can be put back on the force and function properly is beyond me.?

NOME, ALASKA – An act signed Friday by the governor looks to require the maximum sentence for any on-duty police officer convicted of first-degree murder.
The bill is named after Sonya Ivanoff, who was killed in 2003, by Officer Matthew Owens. In April, Owens was sentenced to 99 years in prison. The governor was joined by Ivanoff ’s parents and siblings. Senator Donny Olson, (D) Nome, spoke in the capitol about what truly drove this legislation.
“The act itself, and the subsequent acts that may be happening in the future related to victims of police, I mean peace officer, that are upholding the law and order in the state. That is what drove the bill,” said Olson.

CARY, ILLINOIS ? In Cary, Illinois, a high school senior by the name of Allen Lee was arrested for his disturbing essay for a creative-writing assignment he turned to his teacher last Monday. The words written in his essay such as, ?it would be funny to dream about opening fire in a building and having sex with the dead victims,? brought a disturbing and inappropriate take on the school. As of now, Allen, 18, faces two disorderly conduct charges over his creative-writing assignment. But, is the charge placed upon Allen one that is just, because according to the assignment, it stated, ?write whatever come to your mind. Do not judge or censor what you are writing.? And thus, as Lee believes as well as father that he simply abided by the assignment?s directions and did nothing to astray from the topic. In addition, Lee says, ?In creative writing, you?re told to exaggerate?It was supposed to be just junk?.There definitely is violent content, but they?re taking it out of context and making it something it isn?t.? This leads to question whether his arrest was based on the affects of the Virginia Tech shootings and how the shooter was inspired by his appalling writings, or was it simply an outburst pertaining to Allen?s ethnicity. Nonetheless, Puma believes that the content of Allen?s essay ?went beyond that.?

And baking brownies and rice crispies does not make up for it, way to try and justify yourself as a good teacher while underhandedly looking for complements on your cooking. CARY, ILLINOIS ? One violent, profanity-laced English essay later and Allen Lee’s future with the Marine Corps appears to be over.
Because of pending criminal charges stemming from his essay, Lee’s recruiter told him Friday evening that the Marine Corps has discharged him from his contract, said Sgt. Luis R. Agostini, spokesman for the Marine Corps Recruiting Station Chicago.
”Basically he is no longer an applicant to become a Marine,” Agostini said.

OAK BROOK, ILLINOIS - The Oak Brook police sergeant whose actions sparked a $2 million lawsuit against the village received a 30-day suspension without pay Thursday from the Oak Brook police and fire board.
Sgt. Randy Mucha faced the possibility of being dismissed from the department, where he is a 20-veteran, after allegations of misconduct brought against him by Police Chief Thomas Sheahan.
Sheahan alleged that Mucha violated the department’s rules and regulations, public trust and the department’s chain of command.
“I am happy with the board’s decision and look forward to returning to the force,” Mucha said. “I am pleased with the way everything turned out.”
Applause and hollers erupted from Mucha’s family, friends and some fellow police officers when the board announced its decision.
Audible gasps also came from some local residents and members of the Oak Brook Citizens for Better Government, who backed the call for Mucha’s dismissal.
